The issue originally reported in bug #51203 could be tracked down to "cd"
returning before the current working directory (cwd) has actually changed.
As Mike suggested there, "cd" must not return before the cwd has actually

Philip said that the issue was present on other systems as well (non-Windows
systems also affected?).

The issue is, I cannot reproduce the "cd-sluggishness" on any PC I have direct
access to and was relying on Andrey (iamandreyaleshin) to repeatedly check
modified m-files. It is slightly more complicated when it comes to functions
in core Octave that are implemented in C++.
Can anyone, who knows how to compile and cross-compile Octave, reliably
reproduce the issue?
