Follow-up Comment #4, bug #51741 (project octave):

Octave should use the libz.dll that you find in the bin folder where Octave is
installed. You could try to rename it and check if Octave would still start.
(It shouldn't.)

But more likely, the local copy of the file is broken on the affected PC: Have
you tried to download the file again (possibly with another browser to make
sure you don't get a cached version)?
