Details:

Starting with changeset ab5780d54869
(https://hg.savannah.gnu.org/hgweb/octave/rev/ab5780d54869), something is
wrong with the saving and restoring of docked panel sizes within the GUI main
window.

Here's how I set up the main window, starting from a blank slate with
~/.config/octave/qt-settings deleted:

* ./run-octave
* click Next, Next, Finish, close the announcements dialog
* maximize the GUI
* drag the vertical splitter left, so that the first column of three panels
takes up about 20% of the screen width (on my display, this is about where the
"Attribute" column in the Workspace panel is just about completely covered
up)
* run "getenv COLUMNS" in the command window, reports back 188
* quit
* ./run-octave again, the splitter has now been moved back to what looks like
the exact center of the screen

I rewround some commits and this only started happening with the introduction
of the variable editor, and specifically with ab5780d54869, which added it to
the default qt-settings template. And is still happening on the current @
development head.
