As mentioned in comment #2, this issue was fixed in bug #38785 for windows. I
have pushed changeset
http://hg.savannah.gnu.org/hgweb/octave/rev/a17862b28f0d
which now implements the same way for handling floating widgets on all
platform as it has been already used on windows platforms.
While this might also fix the known issues of floating widgets in KDE, this
approach has the drawback, that dragging a dock widget only works for changing
the dock location within the main window. It can not be dragged outside the
main window to make it floating and vice versa. Instead the (un)dock button in
the title bar has to be used.
