Follow-up Comment #25, bug #53186 (project octave):

The LD_PRELOAD was the way to make the documentation build complete
successfully for the nVidia driver users:

LD_PRELOAD=/usr/lib/x86_64-linux-gnu/libGL.so make -j4

Without it, OSMesa failed with nonvisible images created in the
doc/interpreter, e.g., doc/interpreter/voronoi.eps.  That being the case,
every time "make" was re-run it would go through trying to build the
documentation again and fail at the figure generation.

The other way was to configure out documentation or osmesa, something like:

configure --without-osmesa --no-recursion

That has drawbacks too.
