Follow-up Comment #2, bug #53218 (project octave):

The further you get away from a true Unix system the harder it is to build. 
Octave builds very cleanly and easily on Linux systems, on macOS it is
somewhat more difficult because Apple substitutes some programs such as the
compiler (clang) or the stream editor (sed) which are not 100% compatible, and
building for Windows is yet more difficult requiring an entire
cross-compilation system of its own.
