Details:

(In Windows 10)

A just cross-built Octave-5.4.0+ (64 bit Idx) refuses to start in GUI mode
using:
start octave.exe --force-gui
(after having run the previous environment setup commands in the octave.bat
file)

Using octave-gui.exe creates a zombie process. Nothing comes up on the screen,
but in the Task Manager an octave-gui process is running.

octave-cli.exe does run; graphics capabilities seem to work, given that some
graphics demos yield expected results.
