Details:

I am new to both Octave and the packages. 
However, I did download SIGNAL-1.3.2 and un-zipped it and put it on the path
C:\Octave\Octave4.4.0\share\octave\packages\signal-1.3.2

Then, I made that path the current directory path

When I ran the command,

pkg install signal-1.3.2

Octave seemed to have found the Package but a great many error messages were
generated.

As I am new to Octave, this might be an error on my part but who knows....your
help is appreciated.
Note that this was an installation on Win7 Pro 64-bit system
