Follow-up Comment #45, bug #39000 (project octave):

There were a number of fixes we took to check for a NaN or Inf in a matrix (by
taking a 1-norm) ahead of calling BLAS or LAPACK routines.  Assuming this fix
holds, can we undo those changes?  It always looked like a kluge and it should
be negatively affecting performance to calculate the norm of every matrix used
in, for example, a division operation.
