Follow-up Comment #83, bug #54235 (project octave):

This build step shouldn't be needed. The docs are already included in the
source distribution that you got from gnu.org or the snapshot from Rik.

Some build step thinks that some documentation string or something has changed
and is trying to regenerate the docs. This is possibly a bug, or possibly
means that you have touched the timestamp or modified a file, or that some
patch or option that we did in pursuing these build errors has made a
modification.
