Follow-up Comment #53, bug #54622 (project octave):

@John: OK, that's a start.  I don't understand the tolower() issue.  EOF (-1)
is supposed to remain EOF.  tolower accepts an int, peek returns an int; so
the only thing I can conclude is that somehow the, from documentation,
"locale-specific template version" comes into play.  Maybe a change of fonts
or something in one of the BIST in between?  Perhaps a compiler or library
bug??  But if not using tolower() solves dlmread(), I'm content with that.

You continued writing as if the importdata() still didn't quite make it
through, but the sentence ends oddly as though formatting wasn't quite correct
in the post (e.g., missing ).  Did you test with the latest Octave source that
includes Rik's fix for the <CR><LF> problem?
