Follow-up Comment #5, bug #55139 (project octave):

Ummm … not sure why I wrote file browser

I meant the editor window, the encoding field in the status bar shows as
"System" until something else is selected.

The final issue really is just because the default is "Systsem", but there is
not a System encoding, so the dialog shows the first encoding as selected.
