Follow-up Comment #1:

I would also check the value of REPLACE_MKFIFO, this determines whether
libgnu/mkfifo.c is compiled in or not. If it is true, then you should check
whether HAVE_MKFIFO is being passed in to that module correctly. I'm not sure
I understand how some of the HAVE_foo macros get passed in to gnulib's source
files, since they are not all in Octave's config.h.

If REPLACE_MKFIFO is true on your system, but the module is somehow being
compiled without HAVE_MKFIFO, then that would explain where the ENOSYS error
is coming from (libgnu/mkfifo.c line 32).
