Follow-up Comment #2, bug #55048 (project octave):

The bug is about SUBpanes, not the entire VE pane, and on Windows.

(On Windows) just undock a subpane (drag it out the undocked or a docked VE
pane onto the desktop), you don't even need to undock the entire VE pane for
that, and try again. 

On my Mageia-6 Linux it works marginally better. But there:

- resizing only works on the left, right and bottom subpane borders, not on
the top one (ISTR I reported that already in passing in a long discussion with
Dan in another bug report about the VE)

- when dragged out of the docked VE pane, resizing only works within the sizes
of the original docked subpane. IOW, I can't drag the borders to make the
subpane bigger than it was in the docked VE pane. When dragging out of an
undocked VE pane, the borders can be dragged to make the subpane any size.
