No, I can reproduce this with the development branch as well.
The 'news' function has *always* behaved this way, you do need to run 'make
install' for the NEWS file to be found in the expected location on the file
system. There is no expectation that this will work in the build directory. If
the user needs the news when running in the build directory, they can simply
read the NEWS file from the source tree.
Closing as invalid, you need to run 'make install' for this to work.
