It looks like you are conflating a few different issues together into this bug
report. Can you please revise and clarify what bug you are reporting? Or are
you asking for help or support?
If your system is a recent Ubuntu version, you should be able to use
libgraphicsmagick++1-dev from the Ubuntu repositories, it is built with 16 bit
quantum depth. If you didn't understand that, maybe this should be fixed on
the wiki.
If the problem you are reporting is that you are unable to build and use
GraphicsMagick from source, that's surely not an Octave bug.
If the problem is that Octave does not build with ImageMagick as opposed to
GraphicsMagick, that may indeed be a separate Octave bug. But do you have a
strong reason to want to use ImageMagick? Octave definitely recommends and
assumes GraphicsMagick by default, and it does work very well out of the box
on most systems these days.
