Follow-up Comment #11, bug #53902 (project octave):
Attached is a screenshot capturing the before and after for this changeset.
The third menubar which consists of icons is definitely more compact.
If I had my wish, I would still reduce the space above and below the main
menubar which has the text entries "File", "Edit", ...
