Follow-up Comment #1, bug #56351 (project octave):
It might also be useful for the error message to differentiate the two
possibilities that users might interpret or act on differently:
1. a necessary package is not installed at all, install it
2. a necessary package is installed, but the version is not new enough, it
needs to be upgraded
