Follow-up Comment #1:

Thank you for your bug report.  With my Flatpak Octave 5.1 installation on
openSUSE 15.1 I cannot reproduce the problem with your attached file #47356. 
"Save as..." saves the desired figure to an arbitrary directory.  Even the
Cyrillic chars are for most output formats no problem.

Can you try to create the figures from the Octave command line by entering the
commands


print -djpg path/to/fig1
print -dsvg path/to/fig1
...


after running your script?
