Follow-up Comment #8, bug #57042 (project octave):

Oh, I see, because we are passing [:] as the "action if found" first argument
to these macros, then since it is not empty, the default action is not
performed.  I'm guessing it was a misunderstanding of how those macros work. 
Is there any reason not to just pass [] instead for those arguments?  For
example, the attached change?  With that, I get the HAVE_* macros defined to
1.
