Details:

Octave version 5.1.0 doesn't open in GUI; it does open in CLI. Problem is
consistent with multiple users in 19.04 Ubuntu, and apparently some users in
Ubuntu 18.04. Some workarounds have been listed in Ubuntu Snap Store.

I am attaching a list of all the packages installed on my computer just in
case. Fresh install with just out-of-the-box stuff, Google Chrome, Vim, Conda,
Jupyter, and Gnome Tweaks.
