[Octave-bug-tracker] [bug #51632] make global pkg paths always relative to OCTAVE_HOME, no need to pkg rebuild -global when path changes

Follow-up Comment #36, bug #51632 (project octave):

Was a little different, in fact rmpath() didn't recognize the 8.3 style path
name it was handed by doc_cache_create, but another canonicalize-file_name()
solved the issue.

Second cset attached, AFAICS this one works w/o errors on Windows and Linux
for install, uninstall, load, unload, rebuild & describe.
