[Octave-bug-tracker] [bug #51632] make global pkg paths always relative

From: Philip Nienhuis
Subject: [Octave-bug-tracker] [bug #51632] make global pkg paths always relative to OCTAVE_HOME, no need to pkg rebuild -global when path changes

Follow-up Comment #61, bug #51632 (project octave):

@JohnD:
Thanks, another step to a more easily usable Octave (e.g., on thumb drives).
Can the "pkg rebuild" step during installation be made dependent on the Octave
release? (just guessing: you probably looked at that.)
Otherwise it's no big deal, it takes only one or two seconds, much shorter
than (what I guess is) rebuilding the font cache.

I've got a proof-of-concept for prefix/archprefix stuff (to make it all even
more versatile) but finishing it will take a little bit longer.
