Follow-up Comment #12, bug #49548 (project octave):
There was a bug for the tisan package https://savannah.gnu.org/bugs/?45815,
that looks like was for the same issue.
The package makefile was expicitly changed so that it gets the fortran libs
and uses them for windows/cygwin
The control package does the same but uses the explicit flags for all OSs.
