Follow-up Comment #13, bug #57522 (project octave):

There's no reason why there can't be several efforts to implement an improved
packaging command interface if people are so motivated.

I think we've gotten a fair consensus on the mailing list that people believe
that "pkg unload A" should issue an error message by default if B is loaded
and depends on A, and that "pkg unload -nodeps A" should be documented and
result in the current behavior, unload A without any regard for dependency
information.
