Details:

The GUR of a freshly installed Octave 5.1.0 on Windows 10 cannot be moved by
the mouse. System is Windows 10 Pro Version 1809 on a computer with 32 GB RAM
and two monitors attached.

Alt + Space activated the context menu, however, the window was still frozen
at the upper left corner.
