Follow-up Comment #13, bug #57644 (project octave):

I haven't been following this, but the way I read the Gnulib code, it's saying
that if the test program shows that 'off_t' is already 64 bits, then don't
define WINDOWS_64_BIT_OFF_T. So if that value is zero, that means that 'off_t'
and file I/O calls are expected to support 64-bit offsets implicitly.
