[Octave-bug-tracker] [bug #57044] Use gnulib without hg subrepo and `bootstrap` with proper revision control

Follow-up Comment #41, bug #57044 (project octave):

I definitely want this change, this will help me and avoid many problems with
hg subrepos. The drawbacks of this won't bother me personally. I just want to
be sure this won't be too disruptive to others. If y'all are happy with having
to run git fetch every once in a while, please go ahead.
