[Octave-bug-tracker] [bug #57439] handles to private functions may fail after "clear functions"

Follow-up Comment #3, bug #57439 (project octave):

I can confirm that moving these three functions up one level from
image/private avoids the problem in the test suite and have a changeset ready
to push if we decide to make this change for the release.

I'm not sure where to document this problem other than here.
