Follow-up Comment #51, bug #57439 (project octave):

This is not so surprising.  stat() is a very Unixy sort of function, and
probably has to be implemented atop various Windows kernel calls.  Going
directly to Windows native libraries is definitely going to be faster.  This
should probably be implemented if the stat() check is going to remain.
