Follow-up Comment #4, bug #58186 (project octave):

Yes, "inactive" is probably best described as read-only.

* "on": cursor has edit shape, text is selectable and editable, the scrollbar
works and responds to the scroll wheel.
* "inactive": cursor has edit shape, text is not selectable or editable, the
scrollbar works and responds to the scroll wheel.
* "off": cursor has pointer shape, text is not selectable or editable, there
is no scrollbar but the text still moves according to the scroll wheel (i.e.
one can still read the entire content).
