Steven,

I have octave installed (compiled from source) on Linux Mint 18.3 and on
Lubuntu 20.04 (apt-get install octave).

LM18.3 is installed on the computer and Lubuntu on a virtual machine. In both
cases 


bin2dec(char((rand(299,49)>0.5)+48))


works as expected.

It may be a problem with the live system and not with octave.

First time I decided to install octave from source, I tried to install all
packages to do somekind of "full install of octave".
Since there are a lot of aditional software suggested in the configure script,
I created a kind of tutorial (just for me and in portuguese) with the
"correct" sequence to help me to achieve this (the "full install of octave")
I can send this tutorial to you via e-mail if you want.
