Follow-up Comment #1, bug #58800 (project octave):

I didn't have a look at the code yet. But from what you describe, it might be
that the system time is used to generate a seed for the RNG.
If that is the case, maybe it would help to use a clock that returns the time
with higher precision. (I haven't looked yet if such a clock is available on
32bit Windows.)
