Follow-up Comment #6, bug #59027 (project octave):

The option was enabled on my Debian system but not in the install I did for
Windows using the binary installer for 6.0.90.

Where are the qt settings stored now?

I see .config/octave/qt-settings file in my user directory on Windows, but
even after enabling the option, that file has show_dbg_file=false, but the
option is enabled when I restart Octave and examine the preferences in the
dialog.
