Follow-up Comment #15, bug #59173 (project octave):

I can't tell from the link to the log file what the problem with the control
package is.  But, this is why I wanted to make the LFLAGS change early in the
7.1 development cycle so we can catch these things.

If "-Wl,--export-all-symbols" is necessary on Windows, and isn't being
provided in some other way, then it can be added to the DEFAULT_LDFLAGS in
mkoctfile.in.cc under the protection of a #ifdef checking for Windows
platform.
