Follow-up Comment #1, bug #59310 (project octave):

This feels to me like the issue is less with Octave and more with changes to
the JVM and operating system.  It's possible that Ubuntu changed the maximum
number of threads a process could have by default,  You might take a look at
the 'ulimit' shell command.  This link might also be helpful since it is about
Java failures: https://github.com/elastic/elasticsearch/issues/31982.
