Follow-up Comment #8, bug #59373 (project octave):

The most important difference that is missed in comment #5:

octave 5-2-0  : liboctinterp-7.dll depends on libhdf5-9.dll
octave 6-0-93 : hdf5.dll cannot be seen in the dependency list of
liboctinterp-8.dll
