Details:

Bug #49685 originally had this title. But it drifted into a different
direction and has since been closed.

Starting with Matlab R2020a, the default encoding used for .m files in Matlab
on Windows is UTF-8:

The main argument against switching to UTF-8 as the default encoding for .m
files on Windows was compatibility with Matlab on the same platform. With the
recent change, I guess that argument is no longer valid.
