Follow-up Comment #2, bug #59444 (project octave):

Oh, looking at referenceEllipsoid, I see now there is already a calculation of
the mean radius that, for Earth at least, appears to match the value that the
Matlab docs show referenceSphere returning for Earth.  So I guess we could
just use that value.  The rest are constants.  I'll make an attempt at
creating this function then.

For now, I'm not worried about defining these functions with classdef.
