Follow-up Comment #7, bug #59475 (project octave):

You'd need to compile all other numeric libraries as well to match 64bit
Fortran indexing. At least, SuiteSparse, ARPACK, QRUpdate, SUNDIALS, and
possibly others.

Yes, you'd have to set LDFLAGS correspondingly for configure.

You probably won't need to run the bootstrap script again...
