Follow-up Comment #5:

Try putting all the commands in an m-file and executing the m-file as Doug
suggested.

This doesn't seem to be an issue with the axis function, but rather an issue
(maybe) with the terminal and entering commands.

If the m-file works then I think the next step is to try opening the
command-line version of Octave rather than the GUI and checking whether your
example works there.
