Follow-up Comment #2:

I will note that R2019b is a very new version of Octave and we often choose to
follow Matlab slowly.  They can introduce functions in one version and
subsequently tweak their arguments and implementation before finally settling
in on the behavior of the function.  If we follow Matlab too closely then we
often end up doing unnecessary work trying to chase compatibility as they
change their own API.
