Follow-up Comment #10, bug #59846 (project octave):

But this is the common behavior that the active widget gets the keyboard focus
for, e.g., moving the file selection upwards and downwards or for hitting
<return> for opening a file.

Instead of selecting the command window by the mouse you can use the shortcut
Ctrl-0 to give the command window the focus.
