Follow-up Comment #35, bug #59820 (project octave):
Thank you for testing
I merge jwe's and my proposed name for the configure switch into
"--disable-lib-visibility-flags", added a missing part to make this work for
the Windows targets (untested), and pushed the change here:

Should we leave this open until building with visibility attributes on macOS
is actually fixed?
