Follow-up Comment #4, bug #59822 (project octave): @Torsten: I found that for <F9> %TMP% is critical (not %TEMP%); on that apparently overly sensitive (virtual) desktop at work it must be set to %APPDATA%\Local\Temp. It seems that some temp/tmp locations apparently offer insufficient permissions for users. I get the exact same popup message and the doc browser pane is empty. I saw no errors during installation - maybe as expected as libsqlite3-0.dll was copied over. At home I haven't installed that Octave version yet (I usually run development crossbuilds directly from the <mxe-octave>/dist/>octave> subdir (the linux partition is readable in Windows using the ext2fsd program)).
