Follow-up Comment #13, bug #60750 (project octave):

This setFloating (false) was added in the (quite large) changeset
http://hg.savannah.gnu.org/hgweb/octave/rev/05a690606fd5

As far as I understand the comment, unparenting a widget in order to have the
widget behave like a normal window with all decoration, the widget must not be
floating. I remember that it was not that easy to get floating widgets with
all window decorations on all platforms. However, the question is if there are
scenarios where make_window is called for an already floating window.
