Follow-up Comment #38, bug #60273 (project octave):

I didn't realize that OpenBLAS was now the recommended library.  I updated my
local PC from reference BLAS to OpenBLAS and now I see BIST failures as well. 
I relaxed some more BIST tolerances in this changeset:

Hopefully that will be enough, but this may still take some testing on
different architectures and further changes to the tolerances.
