[Octave-bug-tracker] [bug #41841] [octave forge] (generate_html) docs "see also" could offer HTML links

Follow-up Comment #2, bug #41841 (project octave):

noting that this is still the state of things as of octave 6.4.0, where the
sealso's are links on in the octave.org doc pages, but not the octave forge
pages. worth noting that the comment #0 link should now be:

https://octave.sourceforge.io/octave/function/dbclear.html

the octave forge function list was dormant and not updated for some time.
while that has been fixed, the sealso links are still missing.
