Follow-up Comment #2, bug #62604 (project octave):

How did you install octave.  from the .exe installer? 

are you able to run the command line version of Octave? (The windows installer
should have created an 'Octave CLI' icon, or the main startup icon can be
edited to add --no-gui to the end).

Have you used any other versions of Octave before 7.1.0? If so did you have
any problems with them?

Several people have had success deleting the GUI settings file so that
everything resets to default. The file is located at: 

C:\Users\<username>\AppData\Roaming\octave\octave-gui.ini

After deleting or moving this file, start Octave normally. If it can't see the
file there it will create a new one from defaults.  We haven't yet identified
why this problem occurs. if it fixes the problem, it may help if you can
upload the old ini file here
