Follow-up Comment #2, bug #62671 (project octave):

actually, you likely want to delete octave-gui.ini.  It is usually located at


%APPDATA% usually points to C:\Users\<USERNAME>\AppData\Roaming 

try renaming that file, then try to start the octave gui.  not seeing the ini
file, Octave will recreate one with default values. This has helped many
people.  please let us know if it works. if it does, perhaps consider
uploading the 'bad' octave-gui.ini file to this bug report. it may help us
identify what is causing the problem.
